Pursuant to Art. 95, para. 1 of the Environmental Protection Act and Art. 4, para. 1 of the Ordinance on the Conditions and Procedure for Environmental Impact Assessment, „Kozloduy NPP – New Capacities“ EAD announces an investment proposal for„Block building 8 at Kozloduy Nuclear Power Plant.
On 25 October 2023, the Council of Ministers of the Republic of Bulgaria gave its in-principle approval under Article 45, Paragraph 1 of the Law on the Safe Use of Nuclear Energy for the construction of Unit 8 of Kozloduy Nuclear Power Plant.
In addition, Decisions of the National Assembly of 12.01.2023 and 18.12.2023 have been adopted, according to which actions must be taken to launch the licensing procedure under the Law on Investment Noises and Vibrations and the environmental impact assessment procedure for the implementation of the investment proposal under the Environmental Protection Act.
The investment proposal is for the design, construction, and commissioning of a new nuclear facility – Unit 8 at the Kozloduy Nuclear Power Plant site.
For the construction of new nuclear power (Unit 7), there is an in-force Decision of the Ministry of Environment and Water approving the investment proposal.
The construction of a second identical unit – conditionally named Unit 8 – will lead to a number of beneficial effects, both for the strategic development of Bulgarian energy and the country's economy as a whole, and for the achievement of the European Union's goals for a transition to low-emission energy. The favourable emission characteristics of electricity generation precisely through nuclear facilities contribute to achieving these goals.
It has been proven in practice that the construction of so-called „double blocks“ has an undeniable financial and economic effect on the overall efficiency of project implementation, which is reflected in both more efficient spending of financial and material resources and in the construction deadlines for the blocks.
