In implementation of Art. 95, para. 3 of the Environmental Protection Act (EPA) and in connection with Art. 10 of the Regulation on the terms and procedure for conducting an environmental impact assessment (EIA), "Kozloduy NPP - New Build" EAD publishes Terms of Reference for the scope and content of an EIA report for an investment proposal:

„Construction of Unit 8 of Kozloduy Nuclear Power Plant.

Interested individuals, organizations and institutions may review the prepared terms of reference and submit their written opinions and suggestions regarding the content and scope of the assessment. The opinions received will be taken into account in the preparation of the EIA report.

"Kozloduy NPP - New Build" discussed cooperation with the Technical University - Sofia

"Kozloduy NPP - New Build" EAD continues to actively develop the relationship between industry and education, creating opportunities for professional development of young specialists in engineering and technical fields.

On March 10, 2026, the company's Deputy Executive Director Victoria Petrova held a working meeting with the Rector of the Technical University - Sofia Georgi Venkov. During the conversation, the possibilities for deepening the partnership between the two countries were discussed.

Among the main topics were the development of internship and scholarship programs, the creation of conditions for professional realization of students in priority engineering specialties, the organization of meetings with young specialists and students, as well as the possibilities for modernizing the university's teaching laboratories.

The meeting is part of the first joint initiatives after the signed cooperation agreement between the Technical University of Sofia and "Kozloduy NPP - New Power Plants" EAD.

As part of the partnership, an introductory meeting is also planned for the end of April 2026 between students and representatives of the company, at which the project for new nuclear power plants and the career development opportunities for future engineers will be presented.

"Kozloduy NPP - New Build" and the National High School of Natural Sciences and Mathematics Acad. Lyubomir Chakalov launch a strategic partnership in support of young talents

"Kozloduy NPP - New Build" EAD and the National High School of Natural Sciences and Mathematics Acad. Lyubomir Chakalov have launched a strategic cooperation aimed at the development of future specialists in the field of nuclear energy. The agreement was signed by the executive director of the company Petyo Ivanov and the director of the high school Ivaylo Ushagelov.

The partnership envisages the implementation of joint educational initiatives for students from 8th to 12th grade, as well as the creation of a scholarship program aimed at outstanding and motivated young people. The program will provide an opportunity for continued support during higher education in engineering and technical specialties prioritized by the company at leading Bulgarian universities.

"The perspective for working in the new nuclear project is for generations to come and is long-term. Traditionally, there is a shortage of students studying nuclear energy and physics, and our goal is to change this," said Petyo Ivanov.

The initiative is part of the long-term strategy of "Kozloduy NPP - New Build" EAD for investments in education and the building of sustainable expert capacity necessary for the development of nuclear energy in Bulgaria.

Petyo Ivanov: The project for new nuclear power plants in Kozloduy could bring over €55 billion to Bulgaria

Within the framework of Regional Energy Summit: Infrastructure, Innovation, Integration, organized by Capital, the Executive Director of "Kozloduy NPP - New Capacity" Petyo Ivanov presented key data from the socio-economic analysis of the project for units 7 and 8 at the Kozloduy NPP site.

According to the data presented, the project will have a significant economic effect:

  • During construction, the new units could generate an effect on Bulgarian GDP of over 9 billion euros
  • In the long term, for the entire operational period of at least 60 years, the effect on GDP is expected to exceed 55 billion euros
  • The project will activate a wide range of industries and suppliers and provide significant employment – up to 7,000–8,000 people during construction
  • One new nuclear power plant will prevent approximately 7.3 million tons of CO₂ annually, thus contributing to achieving the country's climate goals

The main focus of the discussion was the key milestones, challenges and the timetable for achieving final investment decision (FID) and the signing of the EPC contract for the new facilities in Kozloduy.

The new nuclear power project is a strategic investment for Bulgaria and part of the country's long-term vision for sustainable and low-carbon energy development.

"Kozloduy NPP - New Build" launches a scholarship program for students from the Kozloduy Nuclear Power Plant

"Kozloduy NPP - New Build" EAD has launched a new scholarship program aimed at students from the Igor V. Kurchatov Vocational High School of Nuclear Energy - Kozloduy. The initiative aims to support talented and motivated young people by providing financial scholarships tied to their success and to encourage their development in the energy sector.

The program is part of a framework cooperation agreement signed by the company's executive director Petyo Ivanov and the high school principal Snezina Tsvetanova.

The partnership is aimed at early career guidance and practical training of students from grades VIII to XII in priority specialties. Within the framework of the cooperation, students will have the opportunity to participate in educational meetings, lectures, seminars, open days and other initiatives with the participation of experts and engineers from Kozloduy NPP - New Build EAD.

The initiative is part of the company's long-term strategy for investments in education and building sustainable expert capacity. Through the program, the company aims to support the formation of a new generation of highly qualified specialists who will play a key role in the development of future nuclear power in Bulgaria.

Dr. Eng. Dilyana Koleva presented the project for new nuclear capacities at the Winter School "Energy and Climate"

Dr. Eng. Dilyana Koleva, Director of the Directorate at "Kozloduy NPP - New Build" EAD, participated as a lecturer in the sixth edition of the Winter School "Energy and Climate", organized by the Faculty of Economics of Sofia University St. Kliment Ohridski and Utilities magazine.

The event took place on February 19 and 20 at the Faculty of Economics and Business Administration, and was attended by over 30 participants – students, PhD students and young professionals from energy companies. They attended 14 lectures examining key aspects of the development of the energy sector and climate challenges on a regional and global scale.

During her lecture, Dr. Koleva presented details about the construction of the new nuclear power plants in Kozloduy, discussed the key steps and upcoming decisions, the advantages of the AP1000 technology, the choice of a cooling system for the steam turbine installation and the entire life cycle of the project until 2097.

The initiative is part of the efforts of "Kozloduy NPP - New Build" to promote nuclear energy and train future experts who will participate in the implementation of strategic energy projects in Bulgaria.

"Kozloduy NPP - New Build" participates in an international seminar on nuclear energy with Japan

"Kozloduy NPP - New Build" EAD participates in The International Nuclear Energy Seminar in Japan and Bulgaria, jointly organized by the Nuclear Policy Planning Directorate of the Japan Agency for Natural Resources and Energy and the Ministry of Economy, Trade and Industry of Japan. The event brought together experts, institutions and professionals from both countries to exchange experiences and discuss key issues on the safety and sustainable development of nuclear energy.

The seminar was opened by Deputy Minister of Energy Krasimir Nenov, Executive Director of Kozloduy NPP - New Capacity Petyo Ivanov, and Yasuhiro Kitajima from the Embassy of Japan in Bulgaria.

The progress on the project for the construction of units 7 and 8 at the Kozloduy site was presented by Petya Rasheva, Head of the Contracts and Procurement Management Department.

The seminar demonstrates the commitment of both countries to strategic cooperation, shared experience and high safety standards in nuclear energy, supporting the sustainable development of the sector and ensuring the preparation of future generations of specialists.

"Kozloduy NPP - New Build" with the award "Investment Project of the Year"“

"Kozloduy NPP - New Build" EAD was awarded the "Investment Project of the Year" award within the framework of the annual Energy and Mining Awards, organized by the Bulgarian Energy and Mining Forum. The event annually honors significant projects, companies and professionals with contributions to the development of the energy and mining sectors in Bulgaria.

The prize was presented to the company's executive director Petyo Ivanov by the president of the Confederation of Independent Trade Unions in Bulgaria, Plamen Dimitrov, during the official ceremony.

During the event, Petyo Ivanov emphasized the importance of the award as recognition for the efforts of the entire company team:

"This award is recognition for the entire team of "Kozloduy NPP - New Build", which works consistently for the implementation of the strategic project for Bulgaria. For us, this is a responsibility and motivation to continue with even greater momentum."

He also emphasized the long-term significance of the project for the country, noting that the new nuclear capacity represents an investment in Bulgaria's energy security, as well as in the development of human capital. In the peak construction phase, the project is expected to provide employment for up to 10,000 people and create sustainable opportunities for the development of Bulgarian industry and expertise.

The annual awards of the Bulgarian Energy and Mining Forum are establishing themselves as a platform for recognizing key achievements in the sector, distinguishing projects with high added value and contribution to the sustainable development of energy in Bulgaria.

"Kozloduy NPP - New Build" participates in Powers Summit 2025

"Kozloduy NPP - New Build" EAD took part in the Powers Summit forum 2025 – an event that brought together representatives of institutions, political leaders and businesses for a discussion on the future of energy security and sustainability.

Within the framework of the panel "The Energy Shield: Building Resilience in Times of Uncertainty", the company's CEO Petyo Ivanov focused on the key prerequisites for the successful implementation of the project for new nuclear capacities - one of the largest industrial projects in Bulgaria.

During the discussion, it was emphasized that nuclear energy operates in a complex regulatory environment, which should be sufficiently flexible and adaptable to new technologies and requirements of the sector, without compromising safety. In this context, the need to further strengthen the expert capacity of regulatory authorities was highlighted.

The digitalization of administrative and project activities was identified as an essential element for accelerating processes. According to Petyo Ivanov, the transition to fully electronic preparation, signing and submission of project documentation would lead to optimization of deadlines and more efficient use of administrative resources.

The discussion also raised the issue of the need to secure a significant number of highly qualified specialists for the implementation of the project, as well as to create faster and clearer procedures for access to experts from third countries, which would help to meet the implementation schedule.

It was also noted that the project receives institutional support, including through adopted legislative changes that designate nuclear power plants and their construction sites as sites of national importance.

The Powers Summit forum is establishing itself as a platform for strategic dialogue on key topics related to the development of the energy sector and the sustainability of the economy.

„Kozloduy NPP – New Capacities has signed a contract for engineering and consultancy services for the new units.

„Kozloduy Nuclear Power Plant – New Capacities EAD marked an important milestone in the implementation of the project for the construction of Units 7 and 8 with the signing of an engineering and consulting services contract with a consortium of leading international companies: Laurentis Energy Partners, BWXT Canada Ltd., and Canadian Nuclear Partners. 

He will assist the company in carrying out investor control and monitoring all key processes related to the design, procurement, construction, and commissioning of new nuclear power facilities, including the initial engineering activities.

The agreement was signed by the Executive Director of NPP Kozloduy – New Capacities EAD, Petyo Ivanov, the President and Chief Executive Officer of Laurentis Energy Partners, Leslie MacWilliams, and the President of Commercial Operations at BWXT Canada Ltd., John MacQuarrie.

The ceremony was attended by the Minister of Energy, Zhecho Stankov, the Minister of Energy and Mines of Ontario, Steven Lecce, as well as partners and representatives from the energy sector.

The consortium has considerable experience in the implementation of nuclear projects, completed within the planned timeframe and budget. The activities are planned to involve a minimum of 30% Bulgarian engineers and specialists, which will contribute to the development of national expertise. 

The conclusion of the contract is a key stage in the project's development. The selection of an engineering consultant is essential for ensuring effective control, coordination, and execution of activities in accordance with international standards.
