Senior Expert, Licensing and Permitting

For the position

"Kozloduy NPP - New Build" EAD It is a project-oriented company, owned by „Kozloduy NPP“ EAD. Our mission is to implement and complete the commissioning of two new nuclear power units for the production of electrical and thermal energy at the site of the existing Kozloduy NPP.

We manage the entire project lifecycle — from pre-project studies and design to construction and commissioning — using the latest generation (III or III+) AP1000 Pressurized Water Reactor (PWR) technology.

As the project progresses, we are looking for experienced personnel for the position of „Principal Expert – Licensing and Permitting“, which will support the company throughout the entire project lifecycle.

Main responsibilities

  • Participation in the preparation of documentation for obtaining, renewing, and terminating the relevant licences and permits from the Nuclear Regulatory Agency (NRA) for the main project stages: site selection, design permit, construction permit, commissioning permit.
  • Review and expert assessment of technical documentation relating to the regulatory regime for nuclear facilities.
  • Preparation of positions, analyses and expert assessments on issues related to safety, regulations and technical solutions in the construction of new nuclear power plants.
  • Communication and interaction with state bodies, including EA (Executive Agency for Environment), MoEW (Ministry of Environment and Water), and MRDPW (Ministry of Regional Development and Public Works), as well as with designers, engineering companies, and international partners.
  • Monitoring regulatory requirements, international standards and regulatory procedures, including IAEA and WENRA standards.
  • Ensuring traceability and compliance of documentation with technical, legal, and safety requirements.

 

What are we looking for

 

  • EducationHigher education – Master's degree in the professional fields of: energy, mechanical engineering, electrical engineering, electronics and automation, physical sciences.
  • Specialisation or education in nuclear energy or nuclear engineering, radioecology or radiation protection, as well as project management in energy, is an advantage.
  • Professional Experience: Minimum of 3 years of professional experience in one of the following areas: nuclear energy, licensing and permits in a regulated sector, nuclear facility safety, engineering, or design of energy facilities.
  • Advantage is practical experience in preparing documents for the Nuclear Regulatory Agency, the Ministry of Environment and Water, and the Ministry of Regional Development and Public Works, participation in site selection processes, environmental impact assessment procedures or construction permits for nuclear facilities, review and assessment of documents related to permits for nuclear facilities, as well as drafting and updating internal procedures, standards, and plans for the licensing process.
  • Additional requirements: English language – written and spoken, skills in working with technical software and document management systems, excellent communication and coordination skills with multiple institutions and international partners.

  • Ability to effectively communicate, coordinate, and work with experts, institutions, and international partners.
  • Travel readiness
  • Preparedness to participate in workshops and business trips when necessary.
