Expert Licensing and Permitting

For the position

"Kozloduy NPP - New Build" EAD It is a project-oriented company, owned by „Kozloduy NPP“ EAD. Our mission is to implement and complete the commissioning of two new nuclear power units for the production of electrical and thermal energy at the site of the existing Kozloduy NPP.

We manage the entire project lifecycle — from pre-project studies and design to construction and commissioning — using the latest generation (III or III+) AP1000 Pressurized Water Reactor (PWR) technology.

As the project progresses, we are looking for experienced personnel for the position of „Licensing and Permitting Expert“, which will support the company throughout the entire project lifecycle.

Main responsibilities

  • Assisting with the process of preparing documentation for obtaining, renewing, and terminating licenses and permits from the Nuclear Regulatory Agency (NRA) for the main project stages, including site selection, design approval, construction permit, and commissioning permit.
  • Collection, structuring and initial review of technical documentation related to the licensing regime for nuclear facilities.
  • Preparing project reports and briefings on matters relating to safety, regulatory requirements and technical solutions in the construction of new nuclear power plants, under the supervision of a senior expert or manager.
  • Coordination and communication with government institutions, including the Bulgarian Food Safety Agency (BFSA), the Ministry of Environment and Water (MoEW), and the Ministry of Regional Development and Public Works (MRDPW), as well as with designers and engineering companies, primarily on operational and administrative matters.
  • Monitoring regulatory requirements and international standards, including IAEA and WENRA standards, and assisting with their implementation in documentation.
  • Ensuring traceability and maintaining workflows, including archiving, updating and keeping records.

 

What are we looking for

  • EducationHigher education – Bachelor's or Master's degree in professional fields: energy, mechanical engineering, electrical engineering, electronics and automation, physical sciences.
  • Specialisation or education in nuclear energy or nuclear engineering, radioecology or radiation protection, as well as project management in energy, is an advantage.
  • Professional Experience: Up to 1 year of professional experience in the field of energy, engineering, administrative or technical activities in a regulated sector.
  • An advantage is participation in the preparation of documents for the IAIR, the Ministry of Environment and Waters (MOEW), or the Ministry of Regional Development and Public Works (MRDPW), experience with EIA procedures, site selection processes, or other permitting regimes, as well as working with technical documentation or internal procedures.
  • Additional requirements: English language – good written and spoken level, skills in working with technical software and document management systems, good communication skills and ability to work in a team.
  • Attention to detail and ability to handle large volumes of documentation.
