Kozloduy NPP New Build Selects Ernst & Young (EY) as Financial and Economic Advisor for the Project for the Construction of Units 7&8 at the Site of the Kozloduy Nuclear Power Plant

Kozloduy NPP New Build EAD has selected the leading international consulting company Ernst & Young (EY) as its financial and economic advisor for the implementation of the project for the construction of Units 7&8 at the Kozloduy Nuclear Power Plant site.

The EY team brings together international experts with extensive experience in the development and structuring of nuclear projects, along with Bulgarian experts specializing in the financing of energy and infrastructure projects. The company will work together with the consulting firm Oxera, which specializes in state aid issues, and will serve as the project’s economic consultant.

EY will play a key role in the project’s financial structuring, including the development of a financial model to assess the project’s economic feasibility. This model will be presented to government authorities and financial institutions and will support decision-making regarding the project’s bankability and the securing of external debt financing. In addition, the economic advisor will assist in preparing a package of state aid measures and supporting the process to obtain approval from the European Commission.

Ernst & Young(EY) joining the project team of leading international and local experts is a key step toward the successful implementation of the project.

Pursuant to the Decision of the National Assembly dated 18.12.2023 (published in State Gazette №105/2023) for taking actions for
the construction of units 7th and 8th at site No. 2 of the Kozloduy NPP, on 19.01.2024 ‘Kozloduy NPP – New Builds’ PLC published an
Announcement  for expressions of interest in participating in the procedure for determining a short list of potential construction companies
for engineering, construction, delivery and commissioning of a nuclear power plant at the approved site in Kozloduy with AP1000®
technology with a deadline of 02.02.2024.
Based on Order of the Executive Director of ‘Kozloduy NPP – New Builds’ PLC, a commission carried out prequalification of the candidates
who expressed interest within the procedure in the period February 8-12, 2024.

The candidates for participation in the procedure for determining a short list of potential construction companies for the engineering,
construction, procurement and commissioning of a nuclear power plant at the approved site in Kozloduy, with AP1000® technology (in
short “the procedure”) are five, namely: Fluor BV, Bechtel Nuclear Power Company Limited, Hyundai Engineering & Construction Co., Ltd.,
a consortium led by China National Nuclear Corporation Overseas Ltd. and partner China Energy Engineering Group Tianjin Electric
Power Construction Co., Ltd. , as well as China Energy Engineering Corporation Limited.

After a checkup carried out regarding each applicant for the presence of required engineering-technical and construction experience
and expertise; economic and financial capacity and presence of all required documents submitted, formated and completed, according to
the requirements specified in the Invitation of Expression of Interest, the commission proposed for a short list of potential construction
companies (candidates) for engineering, construction, procurement and commissioning of a nuclear power plant at the approved site in
Kozloduy with AP1000® technology, on the “pass / fail” principle: Hyundai Engineering & Construction Co., Ltd.

By decision of the Board of Directors of Kozloduy NPP – New Builds PLC under item I.1. from Protocol No. 4-2024 dated 13.02.2024, the
commission’s report was accepted and approved.

Five companies submitted applications under an announced call for expressions of interest for the construction of new nuclear plant by “Kozloduy NPP-New Builds PLC.

Kozloduy NPP-New Builds PLC informs that 5 companies have expressed interest in the procedure announced
by the company in regard with the construction of the 7th and 8th units at site No. 2 of our nuclear power plant
with AP-1000 technology. The procedure is pursuant of the decision of the National Assembly from 18.12.2023.
The application deadline expired on February 2, 2024 at 5:00 p.m. Commission will consider the documentation
applied since the beginning of the next week. Applicants are required to demonstrate construction experience
and commissioning of at least two nuclear units commissioned, to have solid experience in nuclear and turbine
island of at least two units or have supplied and installed equipment for two units within the last 15 years.
Applicants interested in the project should be able to demonstrate at least 6 billion dollars in turnover and profit
for the five years period from 2018 to 2022.

Kozloduy NPP – New Build implements an environmental monitoring network at the approved site

The project company Kozloduy NPP – New Build. continues with the implementation of the imperative requirements, conditions and measures set in the Order of the Bulgarian Nuclear Regulatory Agency (BNRA) for approval of the site for the nuclear facility and the Environmental Impact Assessment decision. Based on these key administrative acts, a ‘Program for permanent monitoring of Site № 2, approved for the deployment of a new nuclear facility – nuclear power plant’ has been developed and agreed.

To achieve the goals set in the Program, a monitoring network should be developed, which will ensure continuous monitoring and control of natural components and factors, as well as the anthropogenic phenomena around the Site.

Given the proximity of the approved site to the existing nuclear power plant, which has many years of experience in monitoring the components and environmental factors, the main requirement for the newly building monitoring network is that it must be optimally integrated with the existing one at the site of Kozloduy NPP.

In this regard, Kozloduy NPP – New Build held a tender procedure for selection of a contractor for the activities that will ensure the implementation of the monitoring network. On 08 October 2021, the Company signed a contract with the MGU-Energy Engineering Consortium for the realization of the project.

The consortium includes a team of highly qualified experts with proven professional experience and expertise in projects in the fields of geodesy and radiological monitoring. This in turn is a prerequisite for the successful implementation of highly specialized tasks within the Program, related to complex activities such as drilling, development of projects as part of the monitoring network, establishment of control points for sampling and delivery of specialized equipment. The quality deployment of equipment for monitoring of factors and components of the environment and human health is a responsible task, the successful implementation of which is of fundamental importance for the protection of the environment and the reliable and safe operation of future nuclear builds located at the Kozloduy NPP site.
