Kozloduy NPP – New Build implements an environmental monitoring network at the approved site

 

The project company Kozloduy NPP – New Build. continues with the implementation of the imperative requirements, conditions and measures set in the Order of the Bulgarian Nuclear Regulatory Agency (BNRA) for approval of the site for the nuclear facility and the Environmental Impact Assessment decision. Based on these key administrative acts, a ‘Program for permanent monitoring of Site № 2, approved for the deployment of a new nuclear facility – nuclear power plant’ has been developed and agreed.

To achieve the goals set in the Program, a monitoring network should be developed, which will ensure continuous monitoring and control of natural components and factors, as well as the anthropogenic phenomena around the Site.

Given the proximity of the approved site to the existing nuclear power plant, which has many years of experience in monitoring the components and environmental factors, the main requirement for the newly building monitoring network is that it must be optimally integrated with the existing one at the site of Kozloduy NPP.

In this regard, Kozloduy NPP – New Build held a tender procedure for selection of a contractor for the activities that will ensure the implementation of the monitoring network. On 08 October 2021, the Company signed a contract with the MGU-Energy Engineering Consortium for the realization of the project.

The consortium includes a team of highly qualified experts with proven professional experience and expertise in projects in the fields of geodesy and radiological monitoring. This in turn is a prerequisite for the successful implementation of highly specialized tasks within the Program, related to complex activities such as drilling, development of projects as part of the monitoring network, establishment of control points for sampling and delivery of specialized equipment. The quality deployment of equipment for monitoring of factors and components of the environment and human health is a responsible task, the successful implementation of which is of fundamental importance for the protection of the environment and the reliable and safe operation of future nuclear builds located at the Kozloduy NPP site.

The development of the Detailed Development plan of the New Build Site has been started

 

On the 31th of March 2021 the Project company “Kozloduy NPP- New Build” Plc assigned to “Geoconsult” Ltd the elaboration of a Detailed Development plan for the territory of the approved site for the construction of a new nuclear power capacity. These activities will meet the regulatory requirements for regulation of the territory falling within the area of the site.

The draft version of the elaborating plan will determine the general rules and norms for development and construction of the territory on which the new nuclear power capacity will be located. The plan will determine the boundaries, the specific purpose and manner of arrangement of the regulated land property. An analysis of production links outside the site of the new nuclear power capacity will be performed and will be linked to its interaction with other production units located on the site of Kozloduy NPP.

The location of SE “RAW”, “ESO” Plc and others will be taken into account. The draft version of the Detailed Plan will be accompanied by the necessary plot plans for the wires, line facilities and the road for heavy loads, the displacement of which is justified by the project decision.

The preparation of a Detailed Development Plan is another step of the Licensing Plan and a stage of the sustainable development of the project for the building of a New Nuclear Power Capacity at Kozloduy NPP site.

It will be prepared till the end of this year.

The Council of Ministers takes a decision for full capacity use of the approved Kozloduy NPP site, through rational use of the equipment for Belene NPP

 

On January 20, 2021, at its meeting, the Government has considered a report of a Working Group specially set up by the Minister of Energy. In the report in a synthesized manner, the analyzes and assessments of the feasibility studies carried out by Kozloduy NPP – New Build Plc in the recent years, have been presented.

In the report the analyzes and recommendations have been prepared, considering two possible options for continuing the project for a new nuclear power plant at Kozloduy NPP: construction of a new nuclear power unit, including the rational use of the delivered equipment for Belene NPP, as well as continuing the actions to explore the possibilities for building new nuclear power by using new nuclear technologies for small modular reactors. These project developments have been reviewed, and the task assigned by the Decision of the Council of Ministers of October 14, 2020 has been optimally fulfilled.

The working group has analyzed and supplemented the prepared technical and economic analysis, which presents information and conclusions in two main directions: determination of engineering, technical and environmental parameters and determination of economic, legal and social aspects.

Оn August 26, 2013 the Nuclear Regulatory Agency (NRA) issued a Permit for determining the location of a nuclear power plant (site selection). A detailed study was performed and after evaluation of the proposed sites, Site №2 was determined as the most promising.

Regarding the requirements of the NRA, in 2014 an Independent Verification of the results obtained by the carried-out researches about the determination of the siting of the new nuclear power plant was performed. This verification was performed by a team of the Bulgarian Academy of Sciences.

A Preliminary Safety Analysis Report (SAAB) of the nuclear facility has been prepared – this is the main part of the documents accompanying the request for issuance of an Order for approval of the selected site.

On February 21, 2020, an Order for determining the location of the nuclear facility (site selection) was issued by the Chairman of the NRA, whereby the regulator confirms that the possibilities for deployment, construction and subsequent operation of a new nuclear power plant at Site 2 of the Kozloduy NPP are justified and well-founded.

The environmental impact assessment / EIA / is performed entirely in accordance with the requirements of the legal and regulatory framework. In January 2015, the Ministry of Environment and Water issued an administrative act – a permit for the realization of the investment intention, and with this act legally approved the performed assessment of the impact on the environment and the specific impact on the protected areas.

The existing site on the territory of Kozloduy NPP provides clear advantages in comparison with the other possible sites in Bulgaria. The nuclear power plant in the country has been built at the Kozloduy site and has been in use for several decades. It has built infrastructure that can be used to expand the territory of the plant in order to add future nuclear power units. Various segments of the existing infrastructure at the Kozloduy NPP site, such as roads, water sources, buildings, Open Distribution System (ODS) and transmission lines, provide access and advantages in terms of the construction costs needed compared to alternative sites.

The conducted feasibility studies prove that the construction of a new nuclear power plant with one or two nuclear units of generation III (III +), using light water pressurized reactor technology and design developments of small modular reactors at the Kozloduy NPP site is completely engineering. technologically achievable as well as economically profitable and advisable opportunity.

The Ambassador and the management of Kozloduy NPP discussed how Kozloduy NPP benefits from the advantages of existing infrastructure and human capital, which should keep the Kozloduy NPP as heart of the Bulgarian nuclear energy for the next generations.
After presenting the status of Kozloduy NPP Nuclear Newbuild Project, the two sides discussed the hybrid solution for the new power, which would include maximum use of the delivered equipment and an updated technological scheme of the best in this technology class Western partners. Such project would be financially sustainable compared to other options and would benefit from the already existing great technical, environmental and natural advantages of Kozloduy NPP and Kozloduy NPP site, highly qualified staff, training center, safety and security measures development and electricity transmission infrastructure. A successful hybrid project in Kozloduy would guarantee a large amount of safe, reliable, low-carbon energy for Bulgarian citizens, while strengthening Bulgaria’s energy independence and security.

By Decision No.3922/13.03.2020, adm.case No.12969/2019, five-member Chamber- Second Board of the Supreme Administrative Court rejected the application from an individual, well-known to the “nuclear community”, for revocation of Decision No.4909/2019 of a five-member Chamber of the same court, dismissing all appeals against the Decision on the Environmental Impact Assessment No.1-1/2015 of the Minister of Environment and Waters. Decision No.3922/13.03.2020 is final and is not subject to appeal or revocation.

In this way, the EIA procedure for the new nuclear power unit at the Kozloduy NPP site went through the stages of regular and extraordinary judicial control, proving once again that during its implementation all rules of international, European and national environmental legislation were observed.

In accordance with the Rules of Procedure of the Council of Kozloduy Municipality were held mandatory preliminary meetings of the standing Council committees where the regularity and legality of the abovementioned documents submitted by Kozloduy NPP- New Build Plc. as an interested party were monitored.

Having in mind the importance of the investment proposal for the construction of new nuclear power capacity on the territory of the Municipality of Kozloduy, the Council of Kozloduy Municipality once again supported the development of energy, as a major sector in the region and proved its commitment and responsible attitude to its economic progress by this decision.
